These are the steps to bring a web part back on a page:
Site Actions -> Edit Page
Click Add a Web Part
Click Advanced Web Part gallery and options
Click Closed Web Parts
Drag closed web part onto the page
Site Actions -> Edit Page
Click Add a Web Part
Click Advanced Web Part gallery and options
Click Closed Web Parts
Drag closed web part onto the page
